Since the entry into force of the new municipal ordinance on July 13 of this year, its application and content have been debated. On the one hand, HLCLUB, as an associate of APARTUR; has participated in the process of applying this ordinance in the city of Sitges, Barcelona.
The new ordinance consists of twelve basic points in which this new ordinance aimed at regulating the Sitges accommodation market is structured.
First of all, a change of ownership will not be possible in any case except one: mortis causa. A stipulated time must pass from the acceptance of the inheritance, specifically, one month. It can also be affected under different assumptions such as, for example, earnest money contracts.
Said municipal regulations directly affect the following basic points: Expiration of the tourist license, expiration of the same or even the pertinent expenses and structure of the insurance policy.
The ordinance also affects the prevention and security of the buildings affected by tourist activity, thus leaving a series of obligations specified in the municipal and regional technical building code.
The need to make the activity visible is emphasized; that is to say, make it clear, by means of a poster with specific design and measures, that it is an accommodation intended for tourist use.
As a finishing touch to this new regulation, there is an impact on aspects already dealt with in previous ordinances such as farms without horizontal division, disinfection << recurring theme with the pandemic situation>>, etc. Of course, how could it be otherwise, the sanctioning issue is dealt with with its respective appendices and how it is possible to obtain new licenses.
Our organization, on behalf of all the associates, has proceeded to formulate a series of allegations that began on September 13 that will be answered by the authorities in the coming months to follow the evolution of the application of the new ordinance in Sitges.
